To residents of Port Harcourt, the Rivers State capital, the nuisance that different shades of thugs, hooligans, and street urchins constitute in the city under the guise of taskforce is a well-known and ugly experience. Every part of the city has its own fair share of these nuisance peddlers. Either they are harassing motorists or molesting hapless citizens or impounding the wares of roadside traders.
