The World Bank and European Union funded State Employment and Expenditure for Results SEEFOR says with the installation a State Integrated Financial Management Information System SIFMIS which it funded, payroll fraud has become a non issue in Bayelsa state.
SEEFOR made the revelation when the Secretary to the Bayelsa State Government SSG, Barr. Kemela Okara paid a visit to the state due process office where the SIFMIS facilities were installed.
Conducting the SSG round the facility, the SEEFOR Coordinator in Bayelsa state, Mr. Ayens Adogu said the objective of SIFMIS was to make record keeping easier and make it difficult for payroll fraudsters to manipulate the system.
He said some of the expected results of SIFMIS include integrated financial reporting to provide single source for all financial management data in the state as well as accurate and timely financial reports.
The project, he further explained, would ensure improved government's liquidity management, fiscal control and decision making as well as automated accounting, budget and procurement.
"The system will ensure an improved planning and budgeting and increase control on budgetary expenditure and strict adherence to budget, support capacity building and provide a stable and secure IT infrastructure.
Reacting after the tour of the facility, the SSG expressed delight, stressing that the SIFMIS project was key to managing financial resources and personnel.
"A system that seems to integrate and help you manage the two key elements of money and persons is a system that can have a very big impact on helping the restoration government achieve fully all the great, laudable objectives that are set out", the SSG added.
In her speech, the project consultant, Mrs. Evelyn Balogun said the facilities installed were sustainability tools designed to revalidate all government's financial and personnel records in the state.
Balogun said civil servants have been trained to ensure the sustainability of the project.
The computer based machine installed at the Bayelsa state due process office is referred to as Network Operational Centre, NOC, while a Disaster Recovery Centre, DRC, was installed at the state treasury house.
Also installed by SEEFOR is a revalidation centre at the office of the head of service, at the state secretariat.
